 The Department of Internal Control and Monitoring of Navoi State University is responsible for the implementation of tasks stipulated by the National Program of Personnel Training, implementation of regulatory documents and methodological guidelines in the educational process, as well as the implementation of orders and decisions on the university was established to monitor its timely implementation. The “Internal Control and Monitoring” department is responsible for monitoring the implementation of the National Program of Internal Control and Training of Higher Education Institutions dated August 29, 2001 of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan. Uzbekistan was established by Order No. 207 of the Republic of Uzbekistan. Since 2017, it has been managed under the name of the Department “Monitoring and Internal Control”.

In 2001/2005, candidate of technical sciences, associate professor. K.S.Kholikov in 2006/2008, Associate Professor A.S.Ilyasov, Associate Professor B.H.Kalonov in 2008/2013, E.H.Musaev in 2014/2015, I.I.Roziev in 2015/2017. The leaders were R.R. Shodiev in 2017/2018, J.I. Samandarov in 2018/2020, G.R. Rakhimova in 2020/2021 and H.A. Jalilov in 2021.

The name of the department “Monitoring and internal control” of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan № 9-2021 of April 16, 2021, № 20-2021-K/K/K of the Ministry of Employment and Labor Relations of April 12 – number and the Ministry of Finance № 22 of April 7, 2021 “Management of higher education institutions, technical, service and ‘On making changes and additions to the model staff of teaching assistants’ (registered in the Ministry of Justice on May 12, 2021 under № 2859-3) Department ‘Work with applications of individuals and legal entities, control and monitoring’. Since October 5, 2021 the department was headed by Allaeva L.U.

The Department of “Work with applications from individuals and legal entities, control and monitoring” reports directly to the Rector.

In the course of its activity, the Department is obliged to observe the Constitution and laws of the Republic of Uzbekistan, resolutions of the Oliy Majlis of the Republic of Uzbekistan, decrees, decisions and orders of the President of the Republic of Uzbekistan, resolutions and orders. Cabinet of Ministers of the Republic of Uzbekistan, Oliy Majlis of the Republic of Uzbekistan is guided by orders and decisions of the Ministry of Education, Science and Innovation, as well as other normative legal documents.

The department carries out its activity in cooperation with structural subdivisions of the university, faculties, departments, technical schools and lyceums at the university.

THE MAIN TASKS OF THE DEPARTMENT ARE:

– Carrying out systematic control over the quality assurance of the tasks assigned to the university in the established timeframe Decrees, resolutions and orders of the President of the Republic of Uzbekistan, minutes of meetings (during visits), as well as decisions and orders of the Cabinet of Ministers of the Republic of Uzbekistan;
– Carrying out systematic control over the fulfillment of tasks assigned in the documents of the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan (Decisions of the Board, orders, joint decisions, instructions, letters, etc.);
– control over qualitative fulfillment of orders of the university by structural subdivisions, faculties, departments, technical schools and lyceums of the university within the established terms;
– controls the work performed at the university in accordance with the orders of the Ministry of Higher Education, Science and Innovation, execution of the Board’s decisions and inputs summary data on a monthly and quarterly basis;

– The Law of the Republic of Uzbekistan “On appeals of individuals and legal entities”, the Decree of the President of the Republic of Uzbekistan of February 10, 2021 “Personal responsibility of the bodies of state administration and heads of local executive bodies in the effective organization of the implementation of legislative acts ‘Presidential Decree No. PF-6166 of 2021’ on additional measures to strengthen the Decree No. PQ-5132 of May 31 ‘On additional measures aimed at ensuring the effective functioning of the unified electronic system’. , constantly controls the timely and necessary consideration of applications by faculties, departments, technical schools and lyceums of the University, and monitoring.

In order to fulfill the tasks assigned to it, the department performs the following functions:
– immediately informs the rector about the violation by the responsible executors of the terms and order of consideration of appeals of all types, including those that have entered into legal force, or that have not been finalized;
– prepares analytical materials on consideration of appeals of individuals and legal entities by the subjects of the university, faculties, departments, technical colleges and lyceums at the university;
– provides the rector of the university with the necessary information and data on the execution of legislative documents and instructions, as well as on the appeals of individuals and legal entities;
– Laws of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, minutes of meetings held in the presence of the President of the Republic of Uzbekistan and during his visit, as well as resolutions and orders of the President of the Republic of Uzbekistan. The Cabinet of Ministers of the Republic of Uzbekistan, the Supreme Council of the Republic of Uzbekistan regularly analyzes the state of implementation of the tasks assigned to the university in the documents of the Ministry of Education, Science and Innovation and identifies shortcomings and problems that require immediate solution. brings it for discussion at the meeting of the production-university council;

– regularly analyzes the state of fulfillment of university orders by university structural units, faculties, departments, university technical institutes and lyceums, identifies shortcomings and problems that require immediate solutions and brings them to the discussion of the University Council;
– develops and implements measures aimed at ensuring timely and quality consideration of appeals of individuals and legal entities in the structural units of the university, faculties, departments, university technical institutes and lyceums, ensures the improvement of the efficiency of work with appeals;
– at the university the Law of the Republic of Uzbekistan “On appeals of individuals and legal entities” and other normative legal documents, orders of the Ministry, decisions of the board, orders of the university, decisions of the council of the university, related to the department, provides and monitors the fulfillment of tasks related to the activity lim;
– appeals (applications, complaints) received from individuals and legal entities through the Virtual Reception Office of the President of the Republic of Uzbekistan, the Virtual Reception Office of the Prime Minister of the Republic of Uzbekistan, the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan. – conducts monthly, quarterly, annual analysis of the state of consideration of appeals of individuals and legal entities coming to the university, and provides information at meetings of the University Council;
– prepares analytical information on the timely consideration of appeals of individuals and legal entities by structural units of the university, faculties, departments, technical institutes at the university, lyceums and submits quarterly reports on the results to the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan;
– keeps records of letters registered at the university, prepares necessary information on this issue and submits it to the Council of the university;
– the department carries out systematic measures to strengthen executive discipline and appeals of individuals and legal entities directly related to its activities.

The Department has the following rights in the realization of the tasks and functions assigned to it:
– works in cooperation with structural subdivisions of the university, faculties, departments, technical schools at the university, lyceums;
– the department takes for control materials and information necessary for realization of the tasks and functions assigned to it, from structural divisions of the university, faculties, departments, technical schools at university, lyceums in the established order;
– involves employees of structural subdivisions of the university, faculties, departments, technical institutes and lyceums at the university in the formation of working groups for the purposeful study of performance disciplines in the field in accordance with the established procedure;
– makes proposals to the university management on application of appropriate disciplinary measures to the responsible employees who violated executive discipline in structural subdivisions, faculties, departments, university technical institutes and lyceums;
– organizes educational-methodical and practical seminars on strengthening of executive discipline in structural subdivisions of the university, faculties, departments, university technical institutes, lyceums;

– engages representatives of the university structural units, faculties, departments, technical institutes and lyceums of the university for thorough elaboration of relevant issues within its authority and organizes working groups for this purpose;
– prepares for approval regulatory documents to be executed within its authority and introduces them in accordance with the established procedure;
– works jointly with structural subdivisions of the university, faculties, departments, technical institutes at the university, lyceums on other issues;
– the department has other rights not contradicting the current normative legal documents.

Duties of the department in the realization of assigned tasks and functions:
– ensures the fulfillment of tasks and objectives assigned to the department by the order of the university;
– regularly submits to the rector analytical information on the state of work with executive discipline and appeals of individuals and legal entities;
– reports to the Ministry of Higher Education, Science and Innovations of the Republic of Uzbekistan in the established order on executive discipline, the state of work with appeals of individuals and legal entities;
– receives necessary materials and information for fulfillment of tasks and functions assigned to it from structural subdivisions of the university, faculties, departments, technical schools at the university, lyceums;
– Decree of the President of the Republic of Uzbekistan dated April 11, 2017 “For effective and prompt execution of documents and instructions of the President of the Republic of Uzbekistan, as well as strengthening of executive discipline State advisers of the President of the Republic of Uzbekistan, the Cabinet of Ministers of the Republic of Uzbekistan and its complexes, ‘On personal responsibility of state and economic management bodies and heads of khokimiyats of all levels’ No. PQ-2881, No. PQ-3962 dated October 5, 2018 ‘On measures for further strengthening of executive discipline’.

Resolutions PQ-5132 and Uzbekistan. Decision of the Cabinet of Ministers of the Republic of Uzbekistan of January 12, 1999 № 12 “On measures to strengthen executive discipline”, of March 29, 1999 “Organization of work and executive control in the bodies of state power and administration of the Republic of Uzbekistan” implementation of the requirements to ensure executive discipline in accordance with the Decision № 140 “On approval of regulatory documents”;
– will be responsible for timely consideration and resolution of appeals of individuals and legal entities related to the functional tasks of the department and on the basis of legal documents;
– participates in the effective implementation of programs, action plans, road maps and other program documents;
– ensures the observance and protection of the rights and legitimate interests of citizens.

The department: includes the head of the department, chief specialist, inspector.
The department is created on the basis of the Regulations on the work of the university, the Regulations of the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan, the Charter of the university, the Regulations on the department, as well as the work plans of the university and the department.
The work plan of the department is formed on the basis of the work plan of the university and approved by the management of the university.
Reorganization and termination of the activities of the department are carried out in the order established by the legislation.
