1.1. Navoi State Pedagogical Institute (hereinafter referred to as the institute) was established in 1983 as the Navoi branch of the Tashkent State Pedagogical Institute named Nizomi. By the Decree of the President of the Republic of Uzbekistan dated February 28, 1992, the status of Navoi State Pedagogical Institute was granted.
By the Decree of the President of the Republic of Uzbekistan dated February 28, 1992 No. PF-356 “On the establishment of new higher educational institutions of the Republic”, the Navoi State Pedagogical Institute was established as a separate institute.

3.1. Students:

3.3. Students’ obligations are as follows:

– taking care of the institute’s buildings and other property, timely fulfillment of contractual obligations;

3.4. Students are prohibited from:
– students with high performance in academic and research activities during the study period are admitted to leading foreign educational institutions at the expense of extra-budgetary funds of the institute, as well as grants from international and foreign organizations and on the basis of contracts with foreign partners of the institute students can be sent to study as part of an academic exchange.

– the procedure and rules for transfer, reinstatement and expulsion of students from one higher educational institution to another are determined by the Cabinet of Ministers of the Republic of Uzbekistan (including the transfer of foreign citizens from foreign higher education institutions to except for ‘decay’).
– It is forbidden to engage students in work unrelated to the educational process at the expense of study time, except for the cases provided for by the decisions of the Government of the Republic of Uzbekistan.

3.5. A student may be expelled from the institution in the following cases:
at will;
in connection with the transfer of studies to another educational institution;

e) due to missing classes for more than 74 hours during one semester without good reason;
f) due to non-payment of tuition fees on time (for students studying under a fee-contract);

4.3. Organization of the educational process at the institute, curricula developed by the institute and approved on the basis of professional standards, training programs, qualification requirements, annual calendar study schedule approved by the rector of the institute (vice-rector for academic affairs) and regulated by the training schedule.

4.4. An academic hour of 80 minutes (joint lecture without a break) is set for all types of classroom training. The break between training sessions is at least 10 minutes.

4.5. Personnel training at the institute is carried out separately from production.

4.6. The academic year at the institute is divided into two semesters, and in each of them, students’ learning is based on a 5-grade course section (for students admitted before the 2020/2021 academic year) and a credit-module system (starting from the 2020/2021 academic year for admitted students).

Decree No. PF-5789 of the President of the Republic of Uzbekistan dated August 27, 2019 “On the introduction of the system of continuous professional development of managers and pedagogues of higher educational institutions” and the Decree of the Cabinet of Ministers of the Republic of Uzbekistan of 2019 In accordance with the decision No. 797 of September 23 “On additional measures to improve the system of improving the qualifications of managers and pedagogues of higher educational institutions” lim programs are implemented.

5.1. The institute has teaching staff, scientific staff, engineering – technical, administrative – economic, production, teaching – assistant and other staff positions.

5.2. 5.3. Professors and academic staff have the following rights:
– electing and being elected to institute and faculty Councils in the prescribed manner;
– participition in the discussion of issues related to the activity of the institute;
– using the services of the institute’s information resource center, educational and scientific departments, as well as the services of social-household, medical and other departments in accordance with the collective agreement;
selection of methods and means of teaching, implementation of scientific research works that ensure the high quality of the educational and scientific process;
– to refer to the orders and orders of the institute’s management in accordance with the procedure established by law;
– participation in contests, holding positions in accordance with the law;
– getting acquainted with the scientific and educational literature of foreign colleagues and exchanging ideas with them;
– improving theoretical knowledge, practical experience, method of conducting scientific research, pedagogical skills;
– directing students’ scientific research works;
– conducting scientific research, fundamental, practical and innovation projects, foreign scientific projects and participation in business contracts;
– preparing textbooks and training manuals, writing monographs and scientific articles, obtaining patents for inventions, certificates for software products for EHM;
– to carry out research works in accordance with the approved plan, to participate in the discussion of research works and to introduce their results into production, to recommend the publication of the results of scientific works;
– participation in ensuring effective integration of education, science and production;
– participation in the development of international relations with leading foreign scientists, scientific centers and educational institutions;
– Use of other rights specified in the legislation of the Republic of Uzbekistan on the field of education.
5.4. Responsibilities of professors-teachers and scientific staff are as follows:
– strict compliance with educational legislation, labor and technology discipline, Institute Charter, internal labor regulations, Code of Ethics and anti-corruption program;
– conscientiously performing one’s official duties and not tarnishing the teacher’s honor;
– to be polite with employees of the institute, students and other persons with whom you communicate in the course of work;

– conducting educational work, directly participating in spiritual and educational work with students, including participation in activities held outside of school hours;
– participation in research within the scope of scientific topics carried out at the department approved by the Council of the institute;

7.2. Direct management of the institute in accordance with the decision of the President of the Republic of Uzbekistan No. PQ-4391 dated July 11, 2019, on the recommendation of the Minister of Higher and Secondary Special Education, in agreement with the Administration of the President of the Republic of Uzbekistan, Ministers It is carried out by the rector of the institute, who is appointed and dismissed by the Cabinet.

Within the authority of the position of rector of the institute:
– issues orders and orders that are mandatory for professors and teachers, all employees, students and other students of the institute and gives assignments;

– determines the tasks of curatorship and leadership of vice-rectors in their areas over the organization of work in the activities of academic lyceums and technical schools;

– concludes, amends and cancels labor contracts with employees of the institute in accordance with the procedure established by the labor legislation of the Republic of Uzbekistan and the Cabinet of Ministers of the Republic of Uzbekistan;

– determines the increments and supplements to the salaries of the employees of the institute in the established manner;

7.3. In accordance with the Regulation “On Higher Education”, a Council is established to deal with the main issues of the institute’s activity.

8.1. 9.1. In order to carry out the activities provided for in this Charter, the state (founder) shall provide the institute with the right of operative management of buildings, structures, property complexes, equipment according to the passport of the institute, as well as those necessary for consumption, social, cultural and other purposes. properties are attached.
The institute is included in the number of objects to be taken out of state control and privatized by the decision of the Cabinet of Ministers of the Republic of Uzbekistan. The land plots allocated to the institute are attached to it on the basis of the right of operative management (rent, free use).
9.2 The following are the sources of financing the institute’s activities: State budget funds of the Republic of Uzbekistan;
– Funds (foreign currency) from training of the Republic of Uzbekistan and foreign citizens on the basis of a payment contract;
– extra-budgetary development fund funds;
– funds allocated for fundamental, practical and innovative research based on the results of grant contests held within the framework of state scientific and technical programs;
– receipts from economic activity and the provision of services on the basis of the contract;
– grants from international financial organizations;
– sponsorship donations and targeted contributions of individuals and legal entities;
– commercialization of the scientific, educational and other innovative developments carried out in the activity of the institute, as well as funds received from the lease of the institute’s property;
– other sources not prohibited by legislation.
9.3. Financial support of the institute’s educational activities is provided by budget funds allocated for the training of specialists on the basis of state grants, funds allocated for retraining and improving the skills of employees based on state regulations, as well as extra-budgetary funds, including it is carried out at the expense of funds and business income received on the basis of a payment contract for the training of students and listeners.
9.4. The institute can provide paid education and service services in education and other fields without harming its main activities. The business activities of the institute must correspond to the tasks defined in its Charter.
The Institute collects the income remaining after participating in the charter fund of economic entities, societies and companies with its own property, setting prices for paid educational services, consultations and other services, taxes and other mandatory payments stipulated by law. has the right of independent disposal.
The institute cannot provide paid educational services within the framework of educational activities at the expense of funds allocated from the budget and instead of it.
The Institute independently resolves issues related to the conclusion of contracts, obligations and other conditions that do not conflict with the legislation of the Republic of Uzbekistan and this Constitution.
9.5. 9.6. Public organizations established in the institute will be allocated rooms necessary for their activities.

11.1. The Institute responds to the following in accordance with the procedure established by the legislation of the Republic of Uzbekistan:
– failure to research the scope of educational programs in accordance with the curriculum and schedules during the educational process;

11.2. The Institute may be reorganized or terminated in accordance with the legislation of the Republic of Uzbekistan.

11.5. Amendments and additions to the Charter of the Institute are made by order of the Minister of Higher and Secondary Special Education of the Republic of Uzbekistan.

The law about “The State Flag of the Republic of Uzbekistan” was adopted on November 18 in 1991 in the 8th session of the Supreme Council of Uzbekistan.
The flag of our country is a symbol of the sovereignty of the Republic. The national flag of the Republic represents the country internationally when official delegations from Uzbekistan visit foreign countries, as well as at conferences, world exhibition, and sports competitions.

There are twelve stars, which stand for spiritual sign. The stars also signify the historical traditions of the Uzbek people, as well as ancient solar calendar.
