NAVOVY STATE PEDAGOGICAL INSTITUTE CHARTER

I. General rules

 1.1.  Navoi State Pedagogical Institute (hereinafter referred to as the institute) was established in 1983 as the Navoi branch of the Tashkent State Pedagogical Institute named Nizomi.  By the Decree of the President of the Republic of Uzbekistan dated February 28, 1992, the status of Navoi State Pedagogical Institute was granted.

 By the Decree of the President of the Republic of Uzbekistan dated February 28, 1992 No. PF-356 “On the establishment of new higher educational institutions of the Republic”, the Navoi State Pedagogical Institute was established as a separate institute.

 With the Resolution of the President of the Republic of Uzbekistan dated September 26, 2017 “On measures to retrain pedagogues, retrain public education workers and further improve the system of their qualifications” No. PQ-3289 Navoi State  Pedagogical Institute was removed from the Ministry of Public Education and included in the organizational structure of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan.

 1.2.  The institute is considered a state higher education and is engaged in educational activities for the implementation of basic and joint educational programs of higher education.  It also carries out educational, scientific-methodical and other activities and provides educational services in accordance with the legislation of the Republic of Uzbekistan.

 1.3.  In its activities, the Institute follows the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan “On Education”, decisions of the chambers of the Oliy Majlis of the Republic of Uzbekistan, decrees and decisions of the President of the Republic of Uzbekistan, decisions of the Cabinet of Ministers,  Orders of the Minister of Higher and Secondary Special Education of the Republic of Uzbekistan and this Charter shall be followed.

 1.4.  The institute is a legal entity.  Owns property in operational management, responds in accordance with his obligations regarding this property, requests property on his own behalf and exercises property and non-property rights, undertakes obligations, is a claimant in court  and may be liable.

 1.5.  The institute has an independent balance sheet, personal treasury accounts in the Treasury of the Ministry of Finance of the Republic of Uzbekistan or its relevant departments, including currency account numbers in the banking institution, with the image of the State emblem of the Republic of Uzbekistan and its name written on it.  has a seal, stamps and other props.

 1.6.  The Institute carries out its activities in mutual cooperation with state and economic management bodies, local state authorities, personnel contractors and other organizations, including foreign partner organizations.

II. The main purpose, tasks and functions of the Institute

2.1. All-round developed, who appreciates his homeland, feels his responsibility to the state and society, works conscientiously and honestly for the future of the country, respects national and universal values, unconditionally obeys the laws and is competitive in the field of international education, The main goal of the Navoi State Pedagogical Institute is to train highly qualified, highly educated specialists and scientific-pedagogical personnel in relevant fields of modern economy.

Based on the main goal, the following are the main tasks of the Navoi State Pedagogical Institute:

– ensuring the training of highly qualified, creatively thinking, honest personnel based on modern requirements, advanced international experience and the needs of the labor market;

training of bachelors and masters on the basis of curricula and programs that provide fundamental, basic, as well as practical professional training of students in the relevant fields of economy;

– based on the needs of employers, modern forms and methods of teaching, which ensure the development of analytical thinking and professional skills in students, the ability to acquire and use new knowledge independently, and wide use of pedagogical, innovative, information and communication technologies cried;

– introduction of the European credit system (European Credit Transfer and Accumulation System), providing the possibility of choosing subjects, including transfer and accumulation of international conditional units (credits) for determining the size of the student’s educational load organization of the prosecution process;

– to strengthen the teaching staff of the institute with specialists with high professional pedagogical skills, legal and political culture;

– activation of cooperation with leading educational and scientific institutions of developed foreign countries, joint legal research, exchange of professors and teachers and students;

– wide involvement of specialists with practical work experience in state and economic management bodies, relevant sectors of the economy and other organizations in the educational process, creation of an effective system for improving their qualifications, highly qualified specialists of leading educational and research institutes of foreign countries involvement in educational, scientific-methodical work organization processes;

– creation of training sets, manuals and their implementation in educational processes in the relevant educational areas;

– implementation of joint educational programs (double degree) on personnel training together with foreign partners, active involvement of foreign scientists and specialists in the educational process;

2.2. In order to fulfill its tasks, the institute performs the following functions:

– on the basis of state education standards, organizes the training of highly qualified personnel in relevant fields of economy, which meet the high requirements of democratic and legal reforms, civil society formation and modern international standards;

– takes measures to widely involve highly qualified personnel with legal and political culture, practical work experience, professional and pedagogical skills in the educational process, and also cooperates with relevant organizations;

– the educational process was developed in accordance with the generally recognized international educational standards and requirements using the credit-module system of teaching and innovative teaching methods, and the ability of students to systematically analyze the relevant areas of the economy, and conducts on the basis of educational programs aimed at developing practical skills;

based on the needs of employers, taking into account the deepening of independent preparation of students, and aimed at developing analytical thinking and professional skills, uses curricula and programs and educational and methodological materials in the educational process;

– expands the possibilities of using global information and educational resources for students, teachers and young researchers who widely use information and communication technologies in the educational process;

– independently implements the standardization of the work of professors and teachers based only on educational activities and encourages the implementation of scientific-methodical, scientific-research, organizational-methodical, spiritual-ethical and educational work by pedagogical staff;

– develops scientific and teaching-methodical materials aimed at increasing the quality and level of teaching subjects in order to introduce the results of research conducted by the institute into curricula and educational programs;

– leading foreign scientific and educational institutes, analytical , strengthens cooperation with research centers, international organizations;

– uses the positive international experience more widely, including the system of transfer and summation of conditional units (credits) for determining the size of the student’s educational load;

– organizes scientific and research works together with state and economic management bodies and other organizations, ensures the integration of science – education – production by increasing their efficiency and widely introducing the results of research into practice;

– improves the credit-module system of teaching and the methods of assessing students’ knowledge, widely uses modern information and communication technologies in the educational process, and improves the educational base;

– constantly implements cooperation with leading educational and scientific institutions of developed foreign countries, joint legal research, exchange of professors and teachers and students;

– independently implements joint educational programs (double degree) for personnel training together with foreign partners, actively involves foreign scientists and specialists in the educational process;

– implements appropriate measures to ensure that the dissertation work for obtaining the Doctor of Philosophy and Doctor of Science degrees meets modern requirements and priorities of the economy;

– creates a modern educational and material-technical base in order to fulfill the tasks in front of it, provides educational, scientific-research units, departments with modern technical means of teaching, information communication systems and software complexes;

III. Students, listeners and researchers of the institute

 3.1.  Students:

 – admission of students to the institute by the State Commission for admission to educational institutions of the Republic of Uzbekistan according to the results of entrance exams (tests, professional (creative) exam, written exam)  is carried out according to

 – admission to the institute is carried out on the basis of equal rights for all (grant, payment-contract), uniform admission rules and uniform selection, based on state grants for applicants who scored the highest points in tests and professional (creative) exams  the right to be admitted first.  The rest of the applicants have the right to be admitted within the payment-contract quotas established on the basis of the sequence of test scores.  In accordance with the legislation, admission to studies without tests is carried out on the basis of a certain privilege in the established order.

 – admission of foreign citizens is carried out in accordance with the current legislation.

 – Has a higher education in accordance with the Regulation on the procedure for obtaining second and further education in higher education institutions of the Republic of Uzbekistan, approved by the decision of the Cabinet of Ministers of the Republic of Uzbekistan No. 606 of September 24, 2021  Individuals with a degree can be admitted to study at the institute on the basis of a fee-contract (contract) for obtaining second and subsequent higher education.

 – admission of applicants for second and subsequent higher education is carried out by the admissions committee of the institute.

 – entrants who have successfully passed the entrance exams based on joint educational programs and have fulfilled the conditions of the payment-contract within the payment-contract quota have the right to be admitted.

 – a person admitted to study by the order of the rector of the institute is considered a student of the institute.  The student will be given a student ID card and rating book free of charge.

 3.2. Students have the following rights:

 – getting knowledge according to the progress and achievements of science, technology, modern technologies;

 – free use of books, periodicals, electronic educational tools available in the information resource center of the institute;

 – get free advice and recommendations;

 – free use of auditoriums and tools related to the educational process;

 – in order to improve the effectiveness of the educational process and the quality of education, to express their suggestions and critical opinions to the management of the educational institution, faculty and department in the prescribed manner and to demand that they be considered;

 – participation in public events held at the institute and faculty level;

 – participation in all types of scientific research works, scientific conferences, symposiums, publishing their results and providing information about them;

 – to be a member of public associations legally operating in the institute and to participate in their work;

 – participation in spiritual-educational, beautification, landscaping and other public works that do not contradict the law outside of school;

 – work in accordance with the labor legislation in the institute itself, as well as in other places during free time;

 – participation in academic exchange in leading foreign educational institutions.

 – the student can use other rights that do not contradict the legal documents necessary for obtaining high-quality and high-level education, becoming a highly qualified specialist in the chosen specialty;

 – the student must not abuse his rights, not use these rights for purposes contrary to the interests of other persons.

3.3. Students’ obligations are as follows:

 – fulfilling the requirements of the curriculum and programs within the specified time and acquiring knowledge;

 – compliance with this Charter, as well as internal procedures of the institute, the Code of Conduct, rules of student accommodation and anti-corruption program;

 – taking care of the institute’s buildings and other property, timely fulfillment of contractual obligations;

 – To acquire thorough knowledge and develop one’s professional potential in order to become a highly educated specialist who is ready to serve the country and its people honestly;

 – strict adherence to the rules that meet the ethical principles, spiritual values ​​of the society, the requirements of the law, and the high requirements of mutual relations during the education process;

 – to acquire in-depth theoretical knowledge and practical skills in the chosen specialty;

 – to obeythe requirements of the educational process, not to leave the training sessions without a valid reason, not to be late for the lessons, not to leave before the end of the lessons;

 – performing the tasks related to the educational process in a timely and quality manner, performing the assignments of the teachers related to mastering the subject in a timely manner and at the required level, coming to the training with the necessary educational tools;

 – to have a strong relationship with the relevant department and faculty, to fulfill the legal tasks of the faculty management in a timely manner;

 – show initiative and enthusiasm in acquiring knowledge, do not allow indifference;

 – be polite to everyone;

 – to treat the institute’s property carefully and sparingly, not to damage it intentionally or carelessly, to compensate for material damage in case of damage in accordance with the established procedure, not to take material objects out of the auditorium or the building without permission;

 – to observe sanitary rules, not to pollute, not to allow the distribution and consumption of alcohol and tobacco products inside the building, on the corridors, in the auditoriums;

 – to observe the culture of dressing, in particular, not to be distinguished from others by one’s appearance and bad behavior, to unconditionally obey the norms of morality;

 – in the case of not coming to the training session (including due to illness), notify the dean’s office directly or through the attached tutor within three days, in particular in writing, and indicate the reasons for non-participation;

 – in case of participating in the grants of foreign organizations, inform the dean of the faculty about this, get permission before going abroad in connection with the grant in the established manner;

 – to regularly improve one’s scientific, spiritual-ethical, ideological-political level, to be aware of the reforms and updates in the socio-economic and political spheres implemented in our country;

 – complying with educational discipline, the decisions of the institute council, the rector’s orders and the goals and tasks set in the normative legal documents on the educational system, as well as one’s own obligations;

 – other obligations may be assigned to students in accordance with legislation.

 3.4. Students are prohibited from:

  1. a) distribution and consumption of alcohol and tobacco products;
  2. b) preparation, storage, distribution and propagation of any form of materials promoting national, racial, religious enmity;
  3. d) damage to material and technical and other property in the premises and territory of the institute;
  4. e) to go to foreign countries during studies without the permission of the institute’s administration.

 – students with high performance in academic and research activities during the study period are admitted to leading foreign educational institutions at the expense of extra-budgetary funds of the institute, as well as grants from international and foreign organizations and on the basis of contracts with foreign partners of the institute  students can be sent to study as part of an academic exchange.

in order to strengthen cooperation with leading foreign educational institutions on ensuring academic exchange of students, students from foreign countries can continue their studies at the institute.

 – Students receiving education in the form of education separated from production on the basis of a state grant and payment contract are provided with a stipend in the order and amount determined by the Cabinet of Ministers of the Republic of Uzbekistan (except for foreign students).

 – students have the right to receive state scholarships named after the President of the Republic of Uzbekistan and special scholarships of the institute.

 – military service, recovery of health, pregnancy and childbirth, as well as child care, care of a sick family member (father, mother or substitute persons, spouse, child)  a student may be granted an academic leave of absence.  The procedure for granting this leave is defined in the Regulation on granting academic leave to students of higher educational institutions of the Republic of Uzbekistan, approved by the decision of the Cabinet of Ministers of the Republic of Uzbekistan No. 344 dated June 3, 2021.

 – In accordance with the legislation of the Republic of Uzbekistan, students who are studying in the form of full-time education are allowed to postpone the term of military service during the time they are studying at the institute.

 – depending on the capacity of the institute’s student accommodation, students in need are provided with a place that meets sanitary standards and regulations from “Student accommodation”.

 – the fee for student accommodation is determined by the Council of the institute, taking into account the fees for communal and household services in student accommodation.

 – if there are students in need of accommodation, it is not allowed to use the student accommodation area of ​​the higher education institution for other purposes (renting, other agreements).

 – a student expelled from the institute has the right to return to study based on the procedure and rules of transfer, reinstatement and expulsion of students determined by the Cabinet of Ministers of the Republic of Uzbekistan.

 – students of the institute have the right to transfer their studies to other higher education institutions (resuming studies) based on the established procedures and rules.

 – from non-state higher education institutions that do not have a license to conduct educational activities in the territory of the Republic of Uzbekistan, and from branches of higher education institutions of other countries (centers, departments, training centers, etc.)  it is forbidden to transfer students to the institute (reinstatement).

 – the procedure and rules for transfer, reinstatement and expulsion of students from one higher educational institution to another are determined by the Cabinet of Ministers of the Republic of Uzbekistan (including the transfer of foreign citizens from foreign higher education institutions to  except for ‘decay’).

 – It is forbidden to engage students in work unrelated to the educational process at the expense of study time, except for the cases provided for by the decisions of the Government of the Republic of Uzbekistan.

 – if the student violates the obligations assigned to him, he will be subject to disciplinary measures of expulsion from the ranks of students.

 3.5. A student may be expelled from the institution in the following cases:

 at will;

 in connection with the transfer of studies to another educational institution;

d) for violating academic discipline and the internal procedures and ethics of the higher education institute;

e) due to missing classes for more than 74 hours during one semester without good reason;

f) due to non-payment of tuition fees on time (for students studying under a fee-contract);

g) in connection with the student’s deprivation of liberty by the court;

h) when, according to the court’s decision, it is found that he has violated the procedure established by the entrance exams (in this case, those excluded from the ranks of students will not be reinstated in the ranks of students);

i) due to death.

the subjects within the specified time (who has academic debt) will be dropped from the course by order of the rector of the institute.

 – a student who has dropped out of a course due to academic debt can start his studies on the basis of a payment contract from the beginning of the academic semester of the lower course.

 – on the procedure for introducing the credit-module system into the educational process in higher education institutions, approved by the decision of the Cabinet of Ministers of the Republic of Uzbekistan dated December 31, 2020 No.  The provisions of Chapter 8 of the Regulations shall apply.

 – at the initiative of the administration of the institute, in accordance with clause 3.5 of this Charter, the expulsion of students from studies is carried out taking into account the written consent of the student union (for students who are members of the union).  Also, it can be agreed with the primary organization of the Youth Union of the educational institution, in accordance with paragraph “d” of paragraph 3.5 of this Charter.

 – a student subject to disciplinary punishment may appeal to the rector of the institute, the Ministry of Higher and Secondary Special Education or other authorized organizations with a complaint regarding the legality and fairness of the punishment applied to him in accordance with the procedure established by the legislation.

 – information on the disciplinary punishment applied to the student is kept in his personal folder.

 – when a student is expelled from the institute, he is given personal documents, an academic reference in the specified form, and a copy of them is kept in a personal collection.

 – Disciplinary measures are applied no later than one month after the discovery of the behavior and no later than six months after the behavior was committed, regardless of the time the students were on sick leave or vacation.  Students are not subject to disciplinary action during illness, academic leave, or leave related to pregnancy and childbirth.

 – the student is informed directly to the dean’s office with a written application, usually without delay of three days, that the student is sick, and presents the original of the medical certificate.

b) Listeners:

 – persons studying in the regional or branch center of retraining and professional development of pedagogic personnel of the institute are considered listeners.

 – the procedure for training and retraining of personnel, the conditions and rights of trainees are determined by the relevant normative legal acts in accordance with the legislation.

 3.6.  Basic doctoral students, doctoral students and independent researchers:

 – Doctor of Philosophy (Doctor of Philosophy) and Doctor of Science (Doctor of Science) in the institute, financed from the funds of the State budget of the Republic of Uzbekistan, for the purpose of in-depth study of the specialty and preparation and defense of the doctoral dissertation  of Science) is a basic doctoral student and a doctoral student who is studying in post-secondary education organized for those seeking scientific degrees.

 – in-depth study of the specialty in order to prepare and defend a doctoral dissertation without separating from production, and from the higher education organized by them for those seeking the scientific degrees of Doctor of Philosophy and Doctor of Science  a citizen studying in further education is an independent researcher.

 – the forms and terms of training of basic doctoral students, doctoral students and independent researchers, their admission and organization of activities are carried out in accordance with legal documents.

 – bachelor’s and master’s diplomas of the state model give their holders the right to engage in professional activities or to continue studying at the next stages of educational institutions in accordance with the chosen educational direction and specialty, or to work in the specialty they have acquired.

 – primary education at different stages of higher education in basic educational programs is not considered as secondary higher education

4.3.  Organization of the educational process at the institute, curricula developed by the institute and approved on the basis of professional standards, training programs, qualification requirements, annual calendar study schedule approved by the rector of the institute (vice-rector for academic affairs)  and regulated by the training schedule.

 4.4.  The following main types of training are defined in the institute: lecture, consultation, seminar, practical training, laboratory work, individual training (in art directions related to practical performance),  supervision work, colloquium, independent work, internship, course project (coursework), bachelor’s graduation qualification work and master’s thesis.

 4.5.  Personnel training at the institute is carried out separately from production.

 Within the framework of the main professional education program of the institute, the state educational standard, developed in accordance with the established procedure and registered with the state according to the established procedure, is used for all forms of education.

 4.6.  The academic year at the institute is divided into two semesters, and in each of them, students’ learning is based on a 5-grade course section (for students admitted before the 2020/2021 academic year) and a credit-module system (starting from the 2020/2021 academic year  for admitted students).

 Transfer of students who have mastered subjects from one course to another is carried out by the order of the rector on the recommendation of the dean of the faculty.  It is not possible to conditionally transfer students from one course to another.

 Regulation on the system of mastering educational programs of the institute, monitoring and evaluating student knowledge in higher education institutions (list number 3069, September 26, 2018) and 2020 of the Cabinet of Ministers of the Republic of Uzbekistan  It is regulated in accordance with the Regulation on the procedure for introducing the credit-module system into the educational process in higher education institutions approved by the decision No. 824 of December 31.

 The final attestation of graduates of the institute is carried out in accordance with the regulations of the Regulation on the final state attestation of graduates of higher educational institutions of the Republic of Uzbekistan (list number 1963, June 5, 2009).

 4.7.  The institute conducts scientific-methodological works aimed at increasing the quality of training of specialists due to the use of advanced pedagogical and information technologies, individualization of education and independent learning tools, module system and distance education.

 4.8.  Training of scientific and scientific-pedagogical personnel, as well as subjects  Doctoral students and independent researchers are attached to the higher education institution to prepare and defend theses for the Doctor of Philosophy (PhD) and Doctor of Science (DSc) degrees.

V. Institute, teaching assistants and administrative and economic employees (personnel)

5.1.  The institute has teaching staff, scientific staff, engineering – technical, administrative – economic, production, teaching – assistant and other staff positions.

 The teaching staff includes the positions of head of the department, professor, associate professor, senior teacher, teacher (assistant) and teacher-intern.

 5.3.  Professors and academic staff have the following rights:

 – participation in contests, holding positions in accordance with the law;

 – directing students’ scientific research works;

 – conducting scientific research, fundamental, practical and innovation projects, foreign scientific projects and participation in business contracts;

 5.4.  Responsibilities of professors-teachers and scientific staff are as follows:

 – strict compliance with educational legislation, labor and technology discipline, Institute Charter, internal labor regulations, Code of Ethics and anti-corruption program;

 – conscientiously performing one’s official duties and not tarnishing the teacher’s honor;

 – to be polite with employees of the institute, students and other persons with whom you communicate in the course of work;

VII. Management of the institute

 7.1.  The management of the institute is carried out on the basis of the current legislation of the Republic of Uzbekistan and the principle of harmonizing public management through individual leadership and the Council of the higher education institution in accordance with this Charter.

 7.2. Direct management of the institute in accordance with the decision of the President of the Republic of Uzbekistan No. PQ-4391 dated July 11, 2019, on the recommendation of the Minister of Higher and Secondary Special Education, in agreement with the Administration of the President of the Republic of Uzbekistan, Ministers  It is carried out by the rector of the institute, who is appointed and dismissed by the Cabinet.

 The rector is fully responsible for the activity of the institute, as well as for the obligations set forth in the Instruction on Conduct, Internal Rules, Code of Ethics, Regulation on Higher Education, and this Charter.

 According to the current legislation of the Republic of Uzbekistan, the rector works on behalf of the institute without a power of attorney, participates as its representative in all offices, institutions, enterprises, is responsible for the property of the institute, concludes contracts, issues power of attorney, opens bank accounts of the institute  , gives orders on the use of financial resources in the established order.

Within the authority of the position of rector of the institute:

 – issues orders and orders that are mandatory for professors and teachers, all employees, students and other students of the institute and gives assignments;

 – appoints and dismisses faculty deans, heads of departments and departments, the chief accountant, other employees in their nomenclature, and determines their specific duties and responsibilities;

 – determines the tasks of curatorship and leadership of vice-rectors in their areas over the organization of work in the activities of academic lyceums and technical schools;

 – recommends candidates for the position of vice-rectors of the institute and determines specific duties and responsibilities of vice-rectors and deans;

 – concludes, amends and cancels labor contracts with employees of the institute in accordance with the procedure established by the labor legislation of the Republic of Uzbekistan and the Cabinet of Ministers of the Republic of Uzbekistan;

 – determines the tasks of the scientific research, experimental and other organizational units included in the institute, approves the Regulations on them;

 – determines the increments and supplements to the salaries of the employees of the institute in the established manner;

 – in agreement with the trade union committee or other authorized body of the institute, approves the Internal Rules and Codes of Ethics;

 – funds allocated in the institute in accordance with the Model staff units and the salary fund, the number and position salaries of the approved employees of the institute, approves the staff unit of the institute’s professors and teachers and other employees of the institute within the scope of the definition and determines the position salaries;

 – approves decisions to open or close faculties, departments in accordance with the institution’s legal documents in accordance with the established procedure according to the recommendation of the Council of the institute.  According to the recommendations of the Council of the institute, based on the requirements of the model Regulation on the chair of the higher education institution, the chairs are established or terminated.

 – Ensures execution of other tasks in accordance with the labor legislation of the Republic of Uzbekistan and the legislation on the management of the educational process and established by the competent bodies.

7.3.  In accordance with the Regulation “On Higher Education”, a Council is established to deal with the main issues of the institute’s activity.

 The activity of Scientific Councils awarding Doctor of Philosophy and Doctor of Science degrees can be organized in the institute.

VIII. Public organizations

 8.1.  In accordance with the decision of the President of the Republic of Uzbekistan No. PQ-3775 of June 5, 2018, in order to introduce effective public control in the institute, it consists of students, parents, activists of the Youth Union in the institute, staff recruiters, professors and teachers, and representatives of the civil society institute  a Community Council will be established.

8.3. Trade union and other public organizations operate in the institute.

 8.4.  In order to protect the labor rights and interests of professors and teachers and employees, the central council of the trade union and their elected representative in the institute conduct their work on the basis of the current legislation.

IX. Financial and economic activity and material and technical base

9.1.  In order to carry out the activities provided for in this Charter, the state (founder) shall provide the institute with the right of operative management of buildings, structures, property complexes, equipment according to the passport of the institute, as well as those necessary for consumption, social, cultural and other purposes.  properties are attached.

 9.2 The following are the sources of financing the institute’s activities: State budget funds of the Republic of Uzbekistan;

 – Funds (foreign currency) from training of the Republic of Uzbekistan and foreign citizens on the basis of a payment contract;

 – extra-budgetary development fund funds;

 – funds allocated for fundamental, practical and innovative research based on the results of grant contests held within the framework of state scientific and technical programs;

 – receipts from economic activity and the provision of services on the basis of the contract;

 – grants from international financial organizations;

 – sponsorship donations and targeted contributions of individuals and legal entities;

 – commercialization of the scientific, educational and other innovative developments carried out in the activity of the institute, as well as funds received from the lease of the institute’s property;

 – other sources not prohibited by legislation.

 9.3.  Financial support of the institute’s educational activities is provided by budget funds allocated for the training of specialists on the basis of state grants, funds allocated for retraining and improving the skills of employees based on state regulations, as well as extra-budgetary funds, including  it is carried out at the expense of funds and business income received on the basis of a payment contract for the training of students and listeners.

 9.4.  The institute can provide paid education and service services in education and other fields without harming its main activities.  The business activities of the institute must correspond to the tasks defined in its Charter.

 The Institute collects the income remaining after participating in the charter fund of economic entities, societies and companies with its own property, setting prices for paid educational services, consultations and other services, taxes and other mandatory payments stipulated by law.  has the right of independent disposal.

 The institute cannot provide paid educational services within the framework of educational activities at the expense of funds allocated from the budget and instead of it.

 The Institute independently resolves issues related to the conclusion of contracts, obligations and other conditions that do not conflict with the legislation of the Republic of Uzbekistan and this Constitution.

 9.5.  Position salaries in the institute Decision of the President of the Republic of Uzbekistan dated July 24, 2008 No. PQ-926 “On measures to improve the system of remuneration for the work of employees of higher educational institutions of the Republic and to strengthen its financial incentives”  , Resolution No. 164 of the Cabinet of Ministers of the Republic of Uzbekistan dated August 1, 2008 “On measures to improve the remuneration system for employees of higher education institutions of the Republic and to strengthen its financial incentives” and  It is determined according to the single tariff schedule of labor remuneration.

The position salary (rate) is paid to the employee of the institute for the performance of his functional duties and the work provided for in the employment contract.

 The amount of additional salary, bonuses and other financial incentives is determined by the Cabinet of Ministers of the Republic of Uzbekistan dated August 27, 2020 “Professors and teachers of higher education institutions of the Republic and other categories of employees are financially supported at the expense of extra-budgetary funds”  In accordance with the decision No. 517 “On the approval of the Regulation on the promotion procedure”, the institute implements it within the framework of an independent financial incentive fund.

The amount of additional salary, bonuses and other financial incentives is determined by the Cabinet of Ministers of the Republic of Uzbekistan dated August 27, 2020 “Professors and teachers of higher education institutions of the Republic and other categories of employees are financially supported at the expense of extra-budgetary funds”  In accordance with the decision No. 517 “On the approval of the Regulation on the promotion procedure”, the institute implements it within the framework of an independent financial incentive fund.

 The financial incentive fund of the institute is used in accordance with the Regulation “On the Special Fund for Financial Incentives of Employees of Budget Institutions and Organizations” (list number 177, September 20, 1995).

 9.6.  Public organizations established in the institute will be allocated rooms necessary for their activities.

 Rooms equipped with heating, lighting and water supply are allocated to the medical room of the institute, as well as to the general catering structure (kitchen, buffet) organized in the established order.

X. International cooperation

 – attracting highly qualified professors and scientists from foreign higher education institutions and scientific centers to the training sessions, to the implementation of educational literature and research works in cooperation;

 – organization of structural departments of the institute (joint faculties, joint educational programs, centers and other departments) with the participation of foreign cooperation in accordance with the procedure provided by the legislation;

 Foreign currency and material incomes from the foreign economic activities of the Institute are used for the material support of the activities of the Institute specified in this Charter in accordance with the legislation.

XI. Final Rules

11.1.  The Institute responds to the following in accordance with the procedure established by the legislation of the Republic of Uzbekistan:

 – failure to research the scope of educational programs in accordance with the curriculum and schedules during the educational process;

 – life and health of students and employees at the institute during the educational process;

 – violation of the rights and freedoms of students and employees;

 – failure to fulfill other duties stipulated by the current legislation.

 11.2.  The Institute may be reorganized or terminated in accordance with the legislation of the Republic of Uzbekistan.

 11.3.  This Charter was approved at the 10th meeting of the Council of the Institute on May 31, 2022.
