Regulations on the procedure for conducting qualifying examinations

This Regulation is in accordance with the Decree of the President of the Republic of Uzbekistan dated July 24, 2012 No PF-4456 “On further improvement of the system of training and certification of highly qualified scientific and scientific-pedagogical personnel.” (Plami, 2012, No. 30, Article 346) and the content and conduct of qualifying examinations for candidates for the degree of Doctor of Science in accordance with the “Regulations on the procedure for awarding the degree of Doctor of Science” determines the order.

Qualification examinations are an important part of the attestation of scientific and scientific-pedagogical personnel. Applicants for the degree of Doctor of Science must pass the relevant qualifying examinations.

Qualification examinations for citizens of the Republic of Uzbekistan are conducted in accordance with the “Modern History of Uzbekistan”, “Foreign Language” and dissertation, as well as in the disciplines specified in paragraphs 4-7 of this Regulation. These exams are passed on the basis of programs developed by leading higher education and research institutions and approved by the Higher Attestation Commission of the Republic of Uzbekistan (hereinafter – the HAC of the Republic of Uzbekistan).

A block of questions on the subject “Economic, socio-political, spiritual foundations and scientific foundations of the ideology of independence and building a democratic society” in the qualifying examination program for candidates in the field of science and natural sciences is entered.

Applicants for the degree of Doctor of Science with a certificate of proficiency in a foreign language (the level of knowledge must be not less than 5.0 points of IELTS, 67 points of TOEFL or equivalent) is exempt from taking the exam.

Qualification exams for foreigners are held in the specialty of the dissertation.

Candidates for academic degrees in the social sciences, humanities and economics must also pass a special exam on “The economic, socio-political, spiritual foundations and scientific foundations of the ideology of independence and building a democratic society.” This special exam is conducted in accordance with a special procedure approved by the HAC of the Republic of Uzbekistan.

Applicants for degrees in the exact and natural sciences, as well as medicine, economics, and pedagogy, must also pass a qualifying exam in “Fundamentals of Mathematical Modeling and Mathematical Statistics.”

Candidates for the degree of Doctor of Economics also take a qualifying exam in economic theory.

Pedagogika fanlari doktori ilmiy darajasini olish uchun talabgorlar «Umumiy pedagogika, pedagogika va ta’lim tarixi» fanidan ham malakaviy imtihon topshiradilar.

Candidates for the degree of Doctor of Pedagogical Sciences also take a qualifying exam in “General Pedagogy, Pedagogy and History of Education.”

English, French or German can be taken as a foreign language. In cases where knowledge of another foreign language is required to complete the dissertation, the qualifying examination may be taken in that language in agreement with the Higher Attestation Commission of the Republic of Uzbekistan.

If the field of higher education or candidate’s dissertation for the degree of Doctor of Science does not correspond to the direction of the discipline in which the dissertation was prepared, the general content of the discipline applied to this discipline, ie an additional qualifying examination (or exams) in a subject that covers a wide enough range of general methodological and theoretical problems. The exams to be taken are determined by the Higher Attestation Commission of the Republic of Uzbekistan.
